In dataflows incremental refresh is configured from the table list and it automatically creates the parameters and the step. However the step is placed at the end, making filtering useless. If you move the step when saving it goes back to the end. The workaround is to create a new step which does the same, but should not be that way. Let users place the filtering where they see fit.
Also if you create the parameters beforehand and then define the incremental refresh, it totally breaks the dataflow and you cannot open it any more.
