Dashboard Alerts Not Firing

I have alerts set up on cards to send at most once per hour if the value, which is between 1 and 24 corresponding to the hour of the day we experience the issue, is greater than 0. The dataset refreshes and the dashboard tiles update, but no alert. I can provide more details if needed.
