Constant line in stacked bar chart is not plotting on the correct value

I wish to show a upper and lower range of TCPI values withing a bar chart.  The TCPI is considered "on budget" when values fall under 1.0 (green) and anything above is over budget (red).

My issue is that the Contant Line is not plotted in the correct spot on the axis. see photo, 2nd chart.

@steph_io,

What is your Power BI Desktop version? I am unable to reproduce this issue in latest version of Power BI Desktop(2.64.5285.741). Could you please share sample data of your table so that I can test?
