Conditional Formatting not assigning any color

Hi, 

I am trying to use conditional formatting (background color) on my measure "Pipeline Health Index". I have done this many times before on other measures in both this and other reports, however something i snot working this time. I have set the conditional formatting, as you can see below, however the value doesn't get any background color even though in this case, it should turn yellow. Any suggestions to why this issue occurs here?

Please share the pbix file with us if possible. You can remove sensitive data in the report, upload the pbix file to your OneDrive and paste the share link here.

The report runs on analyses services with a link to our cube. I don't know, if I can remove sensitive data from the report then?
