Hi @robear, 

 

Which Power BI desktop version did you run? Which visual did you use? 

 

Based on my test in Power BI desktop version 2.78.5740.721 64-bit (February 2020) with a matrix visual, the Conditional Formatting option pane is not duplicated.

Hi,

 

I'm also having this issue and I think I know why. If you have two columns in a matrix then the column title only appears once in the dropdown list but when you select it you get a duplicate set of controls for the conditional formatting. Please see the images below for examples of both:
