Conditional Formatting Not Working On Data Labels (since Aug 2022)

When rule is set to = 0 and colour is set to White, values other than 0 are being formatted White instead of the 0s (clustered column chart).

Can you provide any alternative suggestions to fix this problem? i have been waiting since a month ago. Our users in the company have been complaining about unresolved issues.
