Comments not available for external users

We have some users (Possibly read Only) Who are external, so they dont get the full Power BI Service view when they look at the Power BI App. they dont have the ability to add comments to any report or visual.

Its high on their to do list. Ive seen a post that suggests this may already be a bug but its from 2018 and still seems to exist. can this be looked into at all?

Please enable this option "Allow external guest users to edit and manage content in the organization" for the guest user then the user can see Comments feature when he/she view the shared report. How do i apply it just for certain external users. I dont really want them to have full access to manage content. i just want them to be able to write comments
