I'm having this issue too, and it's preventing internal audits from happening at my company.  I can't wait a month to use these reports again.  If you're having this same issue and want to revert back, the December 2019 install files can be found at this archive:
https://docs.microsoft.com/en-us/power-bi/desktop-latest-update-archive

Unacceptable ! This is an important bug / regression in February version, how can you ask us to wait for 1 month. I'm starting to get concerned of your dev quality ....

Hello everyone,

I have also encountered this problem, but I have found a work around for this problem!

Follow these steps:

-Load in a folder

-Follow your regular steps in the Query Editor

-Once you click on combine (so the button with two opposite facing arrows)

-You will see a preview and if you then click OK it will give you the BUG "he active item should be a query"

-Close the query editor (It will give you a notification saying that some steps should still be applied).

-Open the query editor again and now the folders will be combined.

Good luck with it!

I have found the same as Lucaspowerbi. It gives you the error message. Close the query editor and then reload it and it has actually run the combine and you can start to transform the data. definately a bug to be fixed. I rolled back to the December install. Still buggy but better

I am having the same issue and none of the suggested fixes have worked for me so far? Anyone else find an alternative solution?

@J_263 I believe closing the query editor and opening it again is the alternate way I am making it work as of now.

I think you could try using merge directly until this is fixed, However, it didn't stop me from merging all the query in the folder.  I just saved and applied my changes and it worked.
