Cannot connect dataflow to Azure SQL Database

I can connect to the database just fine in Excel, Power BI Desktop, and SQL Server Management Studio. For Power BI dataflows (both dedicated and shared capacities), it's been hanging repeatedly for more than 2-3 hours.

Whether there is any error message about this issue when it hangs for a long time but connect failed.
