Cannot access embedded capacity workspace in Power BI Service

The reports that are published in this embedded workspace are stuck refreshing.
The dataset cannot refresh, nothing happens when I click on Refresh Now.
When I try to publish a report to the workspace, I get the following error:
"an error occurred while attempting to publish "ReportName.pbix": Exception of type  microsoft.powerbi.client.windows.services.powerbiwebexception was thrown"

When I go to the Azure portal and tries to pause the Power BI Embedded capacity I get the following error:
"The PowerBI Embedded capacity pause request failed. [object Object]"
