When click on the button to "Create App" , I keep getting once and again the following error message. Why is it? What can I do?

Could not reproduce it in my side as far as my test.

Collected information from PG, there is a known issue about it:
Template Apps builder gets an error while trying to create a new package, if there is more than one member / admin on the workspace.
All admins / members should be demoted to viewers on the workspace and sign in to Power BI in order to sync access. Then the sole admin in the workspace can create a new package.
