Background color conditional formatting issue

Hi,

 

I don't know if this is really an issue or I'm just not getting how Power BI works but hear me out:

 

1.- I've built a model with 2 tables only (user and comment), the relationship is 1 user can have many comments.

2. I've created a visual to display 'User'[ID] and added color format based on MINIMUM 'User'[ID] following these rules:

and it's working fine:

*Note: The colors will always be those because there's no way for ID 2 to have ANYTHING different than 2 and therefore the MIN will always be 2. Same for all the rows.

 

3. But then, when adding the comments, the color format is disabled for users with no comments:

4. Why is that? I understand User #3 doesn't have a comment yet but it doesn't mean it doesn't have an User ID, which is actually set to 3.

Why suddently the MIN ID is empty for Users with no comments? In this following table, I've added the 'User'[ID] summarized by MIN and it's returning empty for USER 3:

You may change the aggregation for [Comment] and use Performance Analyzer to check query.

I'm also using a SELECTEDVALUE() measure but it also only working when a comment is provided, which is weird because the ID is there.
