ArcGIS Map - slow to load and spinner never stops

I have a seemingly simple map - around 150 points with lat and lon, spanning a few countries in South America.  So I'm surprised to find it consistently takes 10-15 seconds to load.  All the other visuals on the page (including a table with the same rows) load in 1-2 seconds.  After the map apparently has loaded, the "spinner" (animated bars at bottom left) keep moving, seemingly forever.

 

I duplicated the page and changed to a "Bing" Map visual - it loads in 1-2 seconds.

 

Once loaded the ArcGIS Map is reasonably responsive, e.g. zooming or filtering.

I cannot repro the same issue on my side. Please refer to my recorded video below. If possible, could you please share your PBIX file through online file service like OneDrive? Then I can have a try locally with your file.

I'm seeing around an 8 second delay in your video, from the 0:16 mark. 

 

But anyway, after some more testing I've come to realise the crucial factor is the reference layer.  Without that it loads a lot faster.

It will take few seconds for the layer to load. It should be expected.

If you still see the unexpected delay, you can send the sample file to v-haibl@microsoft.com
