April 2021 update produce crash

After applying the latest update 2.91.884.0, the power BI application always crashes.  The first time the failure notice produces:

 

"The procedure entry point CreateFile2 could not be located in the dynamic link library KERNEL32.dll"

 

The stack trace produces was

Rolling back to the Feb 2021 release verified the Feb version correctly installed and worked.  However, the March 2021 release still has this problem.
