All data labels to be force displayed on stacked column charts despite the size of the bar. Even after turning on over flow text, the labels do not force display.

Does this issue happens on power bi desktop or power bi service? I could not reproduce your issue. Please make sure power bi desktop has been updated to the latest version and check if this issue persists.
