APP on premium work space asking for pro license to few users

Hi, We have a premium work space and have an app created . The app is shared with multiple users , were for few of the users its asking for the Pro license upgrade. My understanding is this should NOT happen . This is impacting the production report Thanks, Sailee

Which Premium capacity node do you assign for the app workspace?

Are they internal users or external users? 

Please ensure the capacity assigned to the app workspace is not a EM node, see: https://docs.microsoft.com/en-us/power-bi/service-premium#premium-capacity-nodes

• P nodes can be used for embedded or service deployments.

• EM nodes can be used for embedded deployments only. EM nodes do not have access to premium capabilities, such as sharing apps to users that don't have a Power BI Pro license.
