My client uses AD FS to lock all data inside the company.
Users must be inside the company to see any data, and no one can access from outside.
Now they want to get Power BI PRO, but they need to keep Power BI access only from inside the company.
I know there is a way to lock access using Azure AD, but they don´t have Azure AD, they have only ADFS.

According to my knowledge, you would need to configure Azure AD Conditional Access for Power BI in order to lock access to Power BI inside company. It is not possible to use AD FS to achieve this requirement.
And you don't need to get Power BI premium license.

yes, it is not possible to lock access using AD FS.
I opened a support ticket, and the engineer in charge tested a lot.
He said that the only way to lock using AD FS was by locking all other applications together, which will cause damage on many systems.
So the only option, and very easy, is to use Azue AD.
