I am using a Power BI schedule within Teamsites. Is it possible for members of the team site update the Excel file which drives the PowerBI chart easily? As it stands, the PowerBI chart has to be "published" (within PowerBI) in order to see updates. There is no way to "publish" while inside Teamsites that I'm aware of. For that matter, is there an alternate means to see new updates without leaving Teamsites?

Based on my understanding, you create a report via get data from Excel file stored in SharePoint team site, then you want to see this updated Power BI reports in team site without going to Power BI, right?
you can set schedule refresh for the report, then embed the report in SharePoint online. Fro details, see: Embed with report web part in SharePoint Online.
