For your requirement, you could pass a parameter in the API url to get the filtered data as data source in power bi.

The above solution was actually what I was looking for, but for ServiceNow you can also set sysparm_limit to a larger # it defaults to 10,000. You can also pagenate but I'm not sure how well that works with PowerBI.
