Is there a way to change the data in the source from controls on the chart? For example, drag the top of one of bars in the chart, and the data table is adjusted accordingly? Or move a sector in pie-chart, and the underlying data is adjusted accordingly... in other words, reverse engineer the data table based on the desired look of the chart.
The practical application for us, is to allow users to allocate their time in the time-sheet based on relative size of the bars for the specific projects. Probably asking for too much, but thought it is worth asking.

It is not possible. The charts in reports are based on the underlying data tables, not reverse-engineer unfortunately. You can only model data via DAX or PowerQuery.
