product license cost

Hi,

Attached is the mock up pbix i created that i what my model now looks like.I tried different ways of calculating cost$ per user ,cost per dept, cost per org but not very successful.I tried to create a relation between Usage and Budget using bridge ,it works but performance of the visual is bad when Empl table has 6000 empl and headcount table has 2.5m rows. Can you pls help

What i need is to calculate cost$ for a product sliced by date and empl tables. The HC data contains flag to indicate whether or not to include a employee in the headcount for that month or not.Per head cost of product is monthly cost divided by headcount from Usage table per product.

I have used sumx which does the job but visual performs bad when sliced by empl table having 6000 empl and headcount table has 2.5m rows.Pls suggest a better method.
