I'm developing a new report which consumes data from our GA account, and while developing in Desktop, it works perfectly fine, click on refresh, the data changes as expected from its behavior.
But when I publish this report, the data doesnt change anymore, it looks like it not connected anymore.
Is there any step i'm missing in this workflow?

AFAI, google analytics data source does not require a gateway, you only need to verify it 'Datasource credientas' then it can be updated on power bi service side.
Did you report mixed multiple types of data sources? (online and on-premise)
If this is a case, you need to turn on the 'Allow user's cloud data sources to refresh through this gateway cluster' option then power bi can handle the refresh operation of the mixed data source.
Merge or append on-premises and cloud data sources
BTW, please also check the Google Analytics API document to confirm if your requests are over the limit.
