Register App on https://dev.powerbi.com/apps doesn't load

I can't seem to get to this link. When I try (already logged into Power BI). It lands here:

then I clikc on Sign In, which flashes some URLS and hen bring me here:

Power BI Developer Center | Microsoft Power B

I sign in and it takes me to the Power BI home. Any thougths?

There are two solutions in this link, please check the solution based on your requirement.
