Refresh on report not refreshing dataset

Hi all,

I have published a report online that has a connection to a blob via an account key. These credentials have been setup and is verified to be correct. However, when refreshing the the report, the dataset is not refreshed resulting in new blobs not showing up in the report. Only when refreshing the dataset connection do I see the report populated with new additions to the container. However, external users don't have access to refresh via the dataset connection.

Is this as designed or should the report refresh also refresh the dataset connection? If the former, is there a way for me to have an external user refresh my report (not the dataset) and see any new data? Thanks in advance.
