Publishing/Embedding into internal Web Portal

Hi Expert

here is the scenario. I have a URL for each of my development environments. Assume that i change the report or dashboard in Dev Stage and re publish that file in Power BI service with the same name.

1. does the URL change?

2. in the web portal where the end user views the Power BI embedded report, how does the web site know via HMTL code that the report has been updated in Power BI services.

3. if i change the content of the report, that i have just re published,  does the URL change in Power BI again?
