Power BI API refresh of content pack?

In our organization we haven't adopted apps yet, since, unlike organizational content packs, they don't allow users to create their own copy for further analysis.

My question is, can the Power BI Refresh API trigger refreshes in content packs?

All supported REST APIs are listed in Overview of Power BI REST API. Unfortunately there's no such API for your request. You can submit your idea at Power BI ideas and vote it up.
