Passing a parameter to this type of URL : https://app.powerbi.com/reportEmbed

Per my test, it is not possible. However, the link is embed url for Power BI Embeding cases, so those cases, you can filter with Power BI Javascript API - Filters.

This is how its done for reports in My Workspace:

https://app.powerbi.com/reportEmbed?reportId=<Report ID>&$filter=<Table>/<Column> eq '<AnyString>' 

 

If your report is in a App Workspace then below:

https://app.powerbi.com/reportEmbed?reportId=<Report ID>&groupId=<Group ID>&$filter=<Table>/<Column> eq '<AnyString>'
