Hi I'm looking for help with options for using Power BI Paginated Reports.
I work as a developer for an ISV and we are looking at embedding paginated reports into our application for our customers to view their own data (what is often refrerred to as 'app-owns-data' I believe).
From what I've been reading so far on our options for paginated reports, it looks like I need a Premium capacity (A4 or higher) on the Azure Embedded Service before we can use them in our scenario.
The pricing on this capacity is quite steep on this - estimated €4,959.65 per month.
I know it can be paused to save cost during dev but when we go live with one customer then the capacity would need to be on full time.
Am I right in saying that this would be the monthly cost even if we were only running a few paginated reports for one customer?
Or is the cost based on consumption - i.e. is the monthly cost based on the number of reports and how often they are used?
Or perhaps there are other ways of using Power BI paginated reports that would be more affordable for a smaller scale to begin with?
Any advice on this would be much appreciated.

Support for paginated reports under Power BI Pro has been heavily requested, but nothing avaialble up to this point except 'Under Review'.
They really need to make it more affordable for the smaller guys.
