Monthly Target not showing line chart properly

I'm having an issue with a new line chart.  We have monthly target data in a table and it seems to be populating well into my model.  But for some reason the earlier months where target is 0, shows as the current target for Fiscal 2019.  Below shows the 0's in the data, but the chart shows Fiscal 2018 targets as 2019.  

 

Any suggestions on a possible setting I need to set in the line chart visualization?

I figured it out.... It was a relationship issue.  I needed to change the cross filter direction from Single to BOTH
