How Can I Get Access Token on Azure without registering app for Power BI report Embed?

Hello,

As we know the two ways to embed the report in web application using 1) App owns data and 2)User owns data but we need to register the app in azure to implement this approach to get the access token.

But now our need is to have access token and embed token without app registartion on Azure.

Note:- We have azure SQL server as database. also we would like to apply RLS in report embeding through the Azure SQL Token-based Identity with Azure SQL Database
