If we run command
Get-PowerBIReport -Scope Organization -WorkspaceId <workspace id> we often find we get 2 reports ids with same name returned even though there is only 1 report with that name in the workspace. The workspace is published as an app but if it was the case that a report published to an app has a different url to a report of same name in teh app then surely both urls shoudl work.
If paste the urls returned one shows valid report, other shows is deleted.
Is there a way such that the above command wil lignore any deleted reports - it shoud only return valid live reports?
Not sure if republish a report from power bi desktop to service with same name gives it a different url but somehow remebers the old url?

there's no such thing as a deleted report unless you experienced the same workspace meta data borkage as I did last week. Do you mean deactivated, as in "not included in app" ?
Keep in mind that both workspace names and report names are arbitrary. The only thing that really counts is the ID. (*)

Thansk for update.
I run
Get-PowerBIReport -Scope Organization -WorkspaceId <workspace id>
it returns 2 urls. If put these in browser, one show report as expected. The other says report may have been deleted or you don't have access to it - as I am an admin and can see all reports here is only 1 report of this name in workspace thus don;t underttand why it returns 2 urls and wy it woudl return a url which says deleted or no access suggesing it picks up delteed reports somehwo e.g if in some sort of recyclebin if stores deleted reports of same nam ei nrecycelbin with different guid.
