Custom visual - adding borders to visual

Hello,

I'm creating a custom visual and I'm new to the creation process as well as learning Typescript/Javascript. I'd like to create a visual that can change the border color/style of a bar or change the shading style of a bar. What would be a good approach to begin creating this visual?

For further explanation, I have data laid like this:

Project       DateType      Date

A                 Actual1        1/1/2019

A                Planned1      2/1/2019

A                 Actual2        3/1/2019

A                Planned2      4/1/2019

I'd like to show the data either like this (changing border colors):

Based on my research, it is not supported yet currently. You can come up a new idea and add your comments there to make this feature coming sooner.
