Custom Visuals is not visible to other members through organizational content pack

i have created a content pack and shared to a user, that user is not able to see the custom visuals in the report. the custom visual i am using is Timeline visual, all my reports contain this Timeline custom visuals, please help me how to display custom visuals to user. i cannot share a dashboard to user because the shared dashboard cannot to edited by the user, so i am creating the Content pack and sharing to user so the user can edit the report but custom visuals are not visible to user.

Currently custom visuals are not supported in content packs, the behavior you're experiencing is by design.
