I want to change all measures to percentage except the last one. Can I change measures to percentage based on the values in another column.
In the screenshot below, I want to convert all measures to percentage except the row with a value of "Total Backorder Lines"

Try if function in your measures.
My sample is as below.
Due to measure or column can only have one format, the type of your meausre will be convert to Text.
Measure1 =
IF(MAX('Table'[Column1]) = "Total Backorder Lines",FORMAT(SUM('Table'[Column2]),"#.00"),FORMAT(SUM('Table'[Column2]),"#.00%"))
Measure2 =
IF(MAX('Table'[Column1]) = "Total Backorder Lines",FORMAT(SUM('Table'[Column3]),"#.00"),FORMAT(SUM('Table'[Column3]),"#.00%"))
Result is as below.
