I believe the new Power BI Embedded resource can now be created in australiasoutheast. I have already previously created a Power BI Embedded A1 resource, in southeastasia; now I want to create a new one in a more appropriate region for our data sources and I will delete the old resource when appropriate.
However the dropdown is ONLY populated with southeastasia, none of the other regions appear. Is this likely some arbitrary restriction on my PAYG subscription?

Actually it appears that it is possible. However it requires intervention from Microsoft support to have your Power BI tenant moved into the appropriate 'geo' (this being an Office 365 term I believe). There is a form to be filled out. All of the data in the existing tenant gets lost however so the migration may not be smooth for some users.
That is not possible.
As your Power BI Embedded deploy region is determined by your Power BI account.
