Can I use Power BI to Create a GUI with the end user having no access to data?

I am on a very beginner level of PowerBI expertise. I want to know whether I can create a GUI to my data set of several projects completed and already running in an organisation. The idea is to create an interface where the user can input data regarding the projects for e.g the amount of investment, the time to completion or the amount of savings and the system then extracts the relevant set of projects from the data set and displays as a nice report the details about the project. I know this is possible in SQL or Access but want to know whether this is doable in PowerBI or not. 
Attached is the link to a very basic sample of data set I mentioned.
