workspace options not there when publishing

A Pro user created a report and workspace in Power bi service, When he goes to publish to the workspace he created, the options are not coming up. He created a new test report and when selects publish , the options show up. It's a pretty extensive report so don't want him to have to recreate it. 

I have checked tenant settings and all is ok. I have never seen this with any users before.

Any thoughts?
