Perhaps it was the way you extracted the CSV?
Can you look to see if you can extract it as a CSV delimited file?

I'm not entirely sure what the issue is here.
Are the rows that you refer to as 'neat' perhaps just shorter in terms of words/characters?
Is this causing any issues that you need to solve?

Usually when i open a CSV file , it look like below , but now mine look very messy. and i cannot delete the row for create sample file for testing.

It just seems that the file does not have any delimiters which would allow Power BI to split out into columns.

Select Column A, go to 'Data' section on menu bar, click on text to columns button then follow the steps (choose the right delimiter)
Or you can open a blank spreadsheet --> 'Data' Section on Menu bar --> From Text/CSV button --> Follow rest of steps
