I have a line graph displaying the number of incidents occurring over time, with different colors of lines representing departments. I want to display a counter that displays the total number of incidents occurred at any time, including when the user filer the data by time (say in a year) or by a deptt. or both.
So if I were to select a year, this field would show the total number of incidents occurred in that year. If I further selected a department, it would whittle the number down accordingly.

Add the "incidents" ([value] column in my test) in the field of a Card visual, right-click on the column to select "sum"

I suppose you can add a card where you can put the metric. See image below:
