user with ALL value should see everything

Hello Guys,

I have 3 tables:

Now, In the securitytable there are users with Territory names assigned and for some users the is a value "ALL". When user with "ALL" logs in he needs to see all territories. when territory assigned user login then he should see only his territory data. 

There is Y/N column in security table. people with Y value should see order amount and people with N value should see null value.

when admin login ( 'ALL' territory people) he should see order amount irrespective of Y/N for all people and territories but i am getting Null because some people have N value in the column
