thousand separator differente for "CARD" and "Card with state"

I am using CARDs and CARD with state, when use a measure in a "CARD" i get "." for thousand separator, but when i use "Card with state" i get "," as a thousand separator. My region is set "spanish(Bolivia)". I want to use "." for every component, what can in do?

As tested, "card" and "card with states" show the same value.

When you click on the "，" icon, it shows as below:

So please check if your column/measure have different data type/format.
