I have a coumn for status and has three values as below:

In Progress , Refused & Done,. I want to display as following signs on dashbaord:

Try the following measures:

Icons = 
SWITCH(
    MAX('Table'[Column1]), 
    "done", UNICHAR(9745),
    "in progress", UNICHAR(9719),
    "refused", UNICHAR(11199)
)

Color = 
SWITCH(
    MAX('Table'[Column1]),
    "done", "green",
    "in progress", "orange",
    "refused", "red"
)

Then set the font color for Icons field based on measure Color in matrix. And cancel the outline of the matrix visual.

@sdhn , we can icon conditional formatting, or we can use unichar and conditional formatting together
