report page level permission

is there a way to restric access on report page level?

Yes there is!  In Power BI Desktop, click the lock icon on the filter that you don't want users to be able to change.  That's it!  When you publish, that filter will be locked from users.

 

Note that they will still SEE that the filter is applied.  If you don't want the filter visible in the pane, click the eye icon to turn off visibility.  

 

I use the eye to turn off filters that help the visual work, but don't help the user.  If I don't want to show future dates in a line chart, I may put a field like dim_Calendar[Is Future] = FALSE on the filter pane, lock it, and hide it from view.
