 This is installed on Windows Server 2012 R2 Standard.  I believe I have resolved this issue by uninstalling AND completely removing the old folder C:\Program Files\Microsoft Power BI Desktop completely.  It is working fine now.  Thanks for your suggestions.

Do you use Windows 8.1 or Windows 10? Please check if your system meets the minimum requirements in this article. If you run Windows 10, please check if you can launch Power BI Desktop from Microsoft store.

Also run Power BI Desktop with administrator privilege, if the error still persists, uninstall Power BI Desktop, restart your machine and then re-install Power BI Desktop.
