I am looking for a visual that would be able to display a percent value based on another value.
Example: I have two columns of currency type data. I want to accurately display the percent overage or under of the other column. We have a fixed fee billing amount for projects. Sometimes we bill over the fixed fee, I want to display the percentage we went over, visually.
My initial idea was a bar chart but I am unable to specifiy the maximum value or the overage.

Did you try this analytic option in Bar Chart?
you can specify your Constant line.

The constant line doesn't work because the line would need to change per project. the 'line' needs to be based on the fixed fee which changes depending on the project.

You could get it by using Combo chart in Power BI, Then create a measure and drag it into line value
