percentage with Filter

I have one Power BI dashboard. where im trying to get the percentage via Year Filter.

this is my Formula to get the Valuse from recodrs 

Total Cities KPI = CALCULATE(SUM( Plan'[total cities])*12)

then i create Measure to get the percentage 

Main KPI target To Cities = [Total All Score]/[Total Cities KPI]

problem is when i tried to get the (filter Year) its not showing me any percantge but when remoce the percenatge its showing me 

This without any Year filterWith Year Filter

What's the formula of measure [Total All Score]? In addtion, you said "when i tried to get the (filter Year) its not showing me any percantge but when remoce the percenatge its showing me ", could you show some screenshots of what you have described and could you provide some raw data?
