I am thinking of output the matrix below (table 1) to Excel in exactly the same layout instead of the default output in Excel result (table 2). Can we do that in Power BI? Thank you!

There is an idea about that, you can vote it up to make this feature coming sooner.
in power query, higlight the first row and then Transform-->Any Column--> Unpivot Columns-->Unpivot Other Columns

Is there anyway for end users who know nothing about Power Query to get the same result?
When I publish my table to the whole company, many people asked if they can one-click output the table in Excel directly and those end users usually do not know how to use Power Query.
