I want to do a running total of Production dollars for each month vs target production Dollars. A sample chart attached below. Would like to know input on how to create a DAX for this calcualtion?

Based on my test, we can create two calculated columns to meet your requirement.
run P = TOTALMTD(SUM(Table1[Porduction]),Table1[date],ALL(Table1))
run t = TOTALMTD(SUM(Table1[Target]),Table1[date],ALL(Table1))
Then we can get the result as we excepted.
