I can't find where I can format the matrix cells to 19.8M instead of 19840876

Unfortunately, the matrix visual doesn't provide OOTB feature for us to set unit for displayed values. One workaround may be create a measure like this Measure 2(M) = MAX('Table3'[Column2])/1000000.

@Satch This is an old thread but thought I'd respond because it was the first match. There is OOTB features that now alllow you to format the matrix cells to 19.8M instead of 19840876. To do this, click the visual, then under the Visual tab, scroll down to Specific column, expand Values, then select your display units. See image below.
