making budget and actuals report

I have an excel report which has budget and actuals.  Ive managed to make a powerbi report using a helper excel sheet, but im sure its possible without and was hoping someone can explain how:  In pic, left is excel data, right is the powerbi visual i want to produce

@ryanjames , if the data is the format of the table, you need to unpivot it
